Dobra also know as Dobra of the City of Bronze, is a representative of the Jinn at the Conclave which occurred in the Library Annex.

Dobra represents the Jinn in matters of the Conclave. Flynn mentions that he has seven wives that he cheats on and uses the threat of "Drowning the World in Blood" anytime he feels insecure.[1]
